Up-to-date Legal framework (Statute and regulations) to give effect to maritime conventions and to national standards;

  • Shipping (General Administrative) Regulations

Administrative Capacity to implement maritime conventions and national laws and standards;

  • Competent human resource with knowledge and training in maritime affairs
  • Quality system for the management of work and work processes
  • ICT support infrastructure
  • Appropriate office facilities
  • Reference documents and publications

Technical capacity to give effect to the provisions of maritime Conventions and of national laws;

  • Flag State Surveyors
  • Port State Control Inspectors
  • ISM Code Auditors
  • ISPS Code Auditors
  • Health & Safety (ILO) Inspectors
  • Inspectors of Maritime Investigations
  • Enforcement officials
  • Safe manning on ships
  • Search and Rescue Service

Delegation of flag State functions to undertake Work on behalf of the Administration;

  • Agreements with Recognized Organizations (RO)
  • Appointment of Authorized Surveyors
  • Monitoring the quality of work undertaken by ROs and Authorized Surveyors
  • Auditing of ROs

Training and Certification of Seafarers (Seafarers Qualifications);

  • Approved institutions for Maritime Education
  • Assessors and Examiners
  • Arrangements for recording and issuing of certificates
  • Arrangements for recognition and endorsement of certificates issued by other States

Seafarers Documentation;

  • Articles of Agreement
  • Seaman’s records of sea service
  • Seaman’s Identity card
  • Seafarers Medical Fitness Certificates
