1.0  THE EVENT

An Eastward moving Trough System impacted St. Vincent and the Grenadines, 28th - 29th November, 2016 producing heavy showers, resulting in flooding and landslide in several areas, mainly to the north east and north west of mainland St. Vincent.

The Barbados Meteorological Services, through the St. Vincent and the Grenadines Meteorological Services extended the Flood Warning for St. Vincent and the Grenadines until 8:00 a.m. today Wednesday 30th, November, 2016.

The St. Vincent and the Grenadines Meteorological Office recorded approximately 2.4 inches of rainfall at the E. T. Joshua Airport between 6:00 a.m. and 6:00 p.m. yesterday. Rainfall data from the Central Water and Sewerage Authority (CWSA) indicates that Spring Village (Convent) received 5.6 inches of rainfall between midnight and 7:00 p.m. on Tuesday 29th November, 2016.  In Vermont (Dalaway), 4.2 inches, Congo Valley (Jennings), 8.7 inches and South Rivers 6.3 inches of rainfall during that period of time.

2.0 DECLARATION

The Government of St. Vincent and the Grenadines authorized:
The closing of all schools on Wednesday 30th November, 2016, at 6:00 p.m. on Tuesday 29th November, 2016.
The closing of all schools on Tuesday 29th November, 2016 at 8:00 p.m. on Monday 28th, November, 2016.

3.0  THE IMPACT


Preliminary reports on the impacts of the Trough System are as follows:

3.1 Persons Affected

Dead: Nil
Missing: Nil
Injured: Nil
Homeless:

3.2 Housing

Number Destroyed: 15
Number Damaged: 20
Number flooded: 6

3.3 Infrastructure

Fifteen (15) reported landslides
Eight(8) reported damaged bridges
Eight (8) reported damaged roads

The Roads Bridges and General Services Authority are conducting assessment and clean-up operations.

3.4
Water

The Central Water and Sewerage Authority (CWSA) reported that the Jennings System is down and affected water supply in the following areas:
Byera, Mannings Village, Colonaire, Park Hill, South Rivers, Mt. Grenan, Diamonds Village, New Grounds, Lowmans Wd, Hadley’s Village, North Union, South Union, Cedars, Biabou, Jeffrey, Spring, Peruvian Vale, Argyle, Mt. Pleasant, Rawacou, Stubbs, Calder, Carapan and Diamond.

The following areas were affected by the Perseverance System:
Mt. Young, Georgetown, Dickson, O’Briens Valley, Spring, Mt. Bentick, Langley Park, Chapmans Village, Rabacca, Orange Hill, Field 18 and Tourama.

Water supply is also affected in the North Leeward area from Coulls Hill to Richmond.

3.5 Electricity

The St. Vincent Electricity Services reported that the electricity supply was restored in the following areas:
Hope, Perseverance, Congo Valley and other areas of Georgetown and from Richmond to Cumberland.

The following areas are without electricity due to the inclement weather:
Richmond Vale Academy, and areas on the north such as Overland, Magum, London, Sandy Bay, Point, Owia and Fancy.

3.6
Co-ordination

The National Emergency Operations Centre remains partially activated today and the housing and infrastructure damage assessment is expected to commence today.

3.7  Public Information and Education

Press Releases and Public Service Announcements have been penned and distributed to all Media Houses and to the social media platforms of the NEMO, API and the Radio Stations.
